Transport Network Reconstruction Programme - Advisory Services

The Queensland Department of Transport and Main Roads (TMR) required Commercial Advisory Services to provide assistance in the assessment of tender offers for various Transport Network Reconstruction Programme (TNRP) Projects and, specifically, a programme of reconstruction works associated with the 2011 floods in Queensland. MIEngineers was awarded Package 3 which covered the areas South-West, North Coast, Metropolitan, South Coast and Darling Downs.

MIEngineers was appointed to undertake an analysis of the tender information and to prepare reports and presentations to the Tender Selection Panel of these findings. The reports included financial assessment (tender schedule accuracy, arithmetic checks, etc), assessment of unusually low bids, assessment of risk and opportunities with tenders, ability of tenderer to deliver scope for price submitted and other commercial matters.

In addition to this, MIEngineers prepared a tender evaluation plan which included a 'base case' for comparison with each tender.

MIEngineers’ understanding of first principles estimating, tendered rates, risk based estimating and commercial principles enabled us to successfully complete 11 projects under this engagement.
